The City of Roanoke Redevelopment and Housing Authority (hereinafter referred to “RRHA”) is requesting a proposal for “Bulk Container Services for Eight Public Housing Sites and Two LIHTC Sites”.

To be considered, your quotation must be received by Tuesday, January 30, 2024 at 4:00 p.m. local prevailing time at 2624 Salem Turnpike, NW, Roanoke, VA 24017. All bids will be publicly opened and read aloud at 2:00pm local prevailing time, Wednesday January 31, 2024 at the RRHA Board Room located at RRHA Central Administration Building, 2624 Salem Turnpike, NW, Roanoke, VA 24017.

Comments on scope of services or other provisions in this Request for Quotation must be submitted in writing to David Bustamante, emailed to dbustamante@rkehousing.org or delivered to RRHA Central Office located at 2624 Salem Turnpike, NW, Roanoke, VA 24017, by Tuesday, January 23, 2023 at 4:00 p.m. local prevailing time.

While RRHA must promote full and open competition among prospective offerors, small business enterprises, Section 3, Minority, Service-Disabled Veteran, and Women-owned businesses enterprises are encouraged to submit quotes as well as all other enterprises.

RRHA does not discriminate against faith-based organizations in accordance with the Code of Virginia 2.2-4343-1 or on the basis of race, color, sex, age, religion, national origin, disability, veteran status, or union affiliations in any of its federally assisted program and activities. It is the Bidder’s responsibility to determine prior to the time for receipt of bids the number and scope of all Addenda that have been issued for the project and confirm that the bid he or she submits includes all changes included in the Addenda.

It is RRHA’s intent to issue all Addenda no less than four (4) calendar days prior to the date for receipt of bids. A notice will be placed on RRHA’s website when Addenda have been issued. Addenda that are issued will be distributed to all the planrooms and firms where bid documents can be obtained.

All bidders, organized or authorized, stock or non-stock corporation, limited liability company, business trust, or limited partnership to transact business in the Commonwealth of Virginia shall be required to include in its bid a State Corporation Commission (SCC) Identification Number for all contracts in excess of $50,000.00. Any bidder that is not required to be authorized to transact business in the Commonwealth of Virginia as a foreign business entity under Title 13.1 or Title 50 or as otherwise required by law shall include in its bid a statement describing why the bidder is not required to be so authorized. RRHA shall not award a contract to any bidder unless a waiver of this requirement and the administrative policies and procedures has been granted by RRHA’s Executive Director. (Sole Proprietorship’s have no filing requirements with the SCC so they cannot obtain a number from the SCC and are exempt from this ruling.
