The intent of this Invitation for Bid (IFB) is to obtain bids from Class A licensed general contractors to provide rehabilitation of private properties in Loudoun County through the Loudoun County Home Accessibility and Repair Program (HARP) and other programs as needed. Work to be covered under this contract includes, but is not limited to carpentry, plumbing, electrical, masonry, heating, ventilation, and air conditioning (HVAC), painting, floor covering, roof repairs and replacement, demolition, windows and door replacement, energy audits, lead paint and other environmental testing and clearance. The County will contact contractors on a rotating basis. The contracts may range from $5,000 to $25,000 depending on the extent of the renovations.
    The County estimates spending approximately $500,000 for miscellaneous renovation/construction during the entire life of the contract but makes no guarantee as to a minimum amount of work that will be contracted.
    The County intends to award a two (2) year contract with up to five (5) additional one (1) year renewal periods.
    The County intends to award contracts to a pool of providers as a result of this IFB.
