The intent of this Request for Proposal (“RFP”) is to obtain consultation services for the development, finalization, and presentation of an After-Action Report (AAR) modeled after the Federal Homeland Security Exercise and Evaluation Program (HSEEP) guidelines. This AAR is intended to assist the County of Loudoun, Virginia, a political subdivision of the Commonwealth of Virginia (County), in identifying best practices and areas for improvement that were demonstrated during its COVID-19 response.
    The resulting contract will be funded through funds allocated to the County from the American Rescue Plan Act (“ARPA”). As such, compliance with additional federal terms and conditions is required.
