- Summary:The Virginia Department of Social Services (VDSS) is in need of consulting services to develop an After Action Report (AAR) regarding VDSS’s activation and implementation of the Commonwealth of Virginia Emergency Repatriation Plan in response for the Afghanistan Emergency Mass Repatriation that occurred between August 15, 2021 and September 10, 2021. The AAR will provide VDSS the opportunity to improve and refine repatriation services in support of U.S. citizens and their dependents as part of the U.S. Repatriation Program and other logistic and operational constraints for future events. An effective AAR will aide VDSS’ understanding of its response strengths and weaknesses, as well as opportunities for improvement regarding activation, operation, demobilization, and reconciliation.
