  • Summary:The purpose of this Request for Applications (RFA) is to solicit applications from eligible entities to establish multiple sub-recipient or sub-grantee awards for the provision of Supplemental Nutrition Assistance Program Employment and Training (SNAP E&T) 50-50 Reimbursement services to residents of the Commonwealth of Virginia (the Commonwealth). The desired outcome of this RFA is to help the Virginia Department of Social Services (VDSS) increase the number of high-quality providers serving the Commonwealths SNAP E&T participants. This allows VDSS to provide a broad range of employment and training services that meets the needs and interests of the participants by improving their employment prospects in alignment with the fundamental requirements of area employers. The objective of this opportunity is to assist SNAP participants in gaining skills, training, work, or experience to increase their ability to obtain regular employment through job readiness, education, training, and other services that benefit SNAP recipients. The overall goal of the SNAP E&T program is to efficiently move SNAP recipients through the education and work readiness activities path leading participants to high-wage, high-demand employment opportunities that meet and exceed the Asset Limited Income Constrained Employment (ALICE) standards, as measured by the United Way, and determined by region. The intent is to receive applications that explicitly demonstrates the ability to provide case management services to all program participants as well as one or more of the following categories:

    1.        Supervised Job Search
    2.        Job Search Training
    3.        Job Retention
    4.        Work Experience
    5.        Education
    6.        Vocational Training

    Additionally, all providers will be responsible for providing case management services to all program participants.
