Description:

The intent of this Request for Proposal (RFP) is for the County of Loudoun, Virginia (County) to obtain proposals from qualified consultants to provide Planning and Roadway and Civil Design Services for the Route 15 Lucketts Bypass (Project). The work will include planning, design, right-of-way acquisition assistance, utility relocation coordination, and construction assistance of a new roadway segment bypassing the Village of Lucketts to the west. This Project will have two (2) phases. In Phase I, the Offeror will focus on the planning and development of alignment alternatives. In Phase II, the Offeror will be responsible for performing the roadway design for the selected alignment, will support right-of-way acquisition, utility relocation, procurement efforts, and provide assistance during construction. Please note the consultant’s proposal will be evaluated on the full scope (Phase 1 and Phase 2) of the Project.

Upon contract award, only the cost for Phase I will be negotiated. The cost of Phase II will be negotiated when the County funds Phase II.
