The intent of this Request for Proposal (RFP) and resulting contract is to obtain financial and compliance auditing and business consulting services from a qualified independent certified public accountant or accounting firm for the fiscal years ending June 30, 2023 through 2025. The Contractor will provide separate opinions on the Loudoun County Government’s (County) and Loudoun County Public School’s (LCPS) financial statements in their entirety, and issue separate reports on the general purpose financial statements, a report on the internal control structure based on an audit of the general purpose financial statements performed in accordance with Government Auditing Standards issued by the Comptroller General of the United States (Government Auditing Standards or “GAS”), and a report on compliance based on an audit of the general purpose financial statements performed in accordance with Government Auditing Standards and the Commonwealth of Virginia Auditor of Public Accounts’ (APA) Specifications for Audits of Counties, Cities and Towns. Additionally, the resulting contractor may perform assessments of internal control maturity for Loudoun County Volunteer Fire and Rescue Companies (FRC). Other work to be performed under this contract includes single audits of federally funded programs, audits of other entities’ financial statements, and various other as needed audits and financial reviews. The County reservices the right to award the resulting contract in whole or make a separate award for the FRC internal control maturity assessments.
