The County of Loudoun, Virginia (County), acting through its Department of Information Technology, is requesting proposals from one (1) or more broadband service providers to expand the current fiber-to-the-home footprint in the County.
The intent of this Request for Proposal (RFP) is to obtain fixed price proposals from firms who provide residential Fiber-to-the-Home (FTTH) Broadband service in Loudoun County to residents currently deemed unserved by the Federal Communication Commission (FCC) guidelines and are not included in the County’s Virginia Telecommunications Initiative project: 1-loudoun-county-2022-accelerated-fiber-deployment-initiative.pdf (virginia.gov). The FCC currently defines broadband internet access as an always-on connection that provides 25Mbps download speeds and 3Mbps upload speeds. The County does not own any infrastructure to be used for residential or commercial broadband use, nor will with County be responsible for post-installation support of the network implemented to delivery services. The infrastructure to meet the requirements are wholly the responsibility of the awarded Offeror.
It is the County’s intent to award a single contract as a result of this RFP. The resulting contract will be funded through funds allocated to the County from the American Rescue Plan Act (“ARPA”). As such, compliance with additional federal terms and conditions is required.
