Upper County Park is owned by the County of James City and is operated by the Department of Parks and Recreation. The County wants this valuable recreational destination to be a safe and stimulating place for children of all needs and abilities to play. James City County is interested in proposals with site layout of playground equipment, with a theme based on the outdoors to include swings, slides and climbing elements to include furnish of playground equipment, installation and removal of old playground equipment.
