The intent of this Request for Qualifications (RFQ) is to identify the most qualified design-build teams with successful experience in the design, permitting and construction of marinas and supporting infrastructure site improvements with expedited timelines due to site logistical constraints, coordination of multiple infrastructure additions and site utility upgrades This project will employ the design-build procurement process to encourage a creative, problem-solving approach through interactive efforts of an experienced, highly motivated Design-Build Team. The design-build process will foster a cooperative owner-designer-contractor effort to identify potential value enhancement concepts throughout the design and construction process.

Design-build teams identified as most qualified (shortlisted) will be issued a Request for Proposal (RFP) at the conclusion of the RFQ selection process and requested to provide a fixed price cost proposal and project schedule. The fixed price cost proposal and schedule will be utilized to determine the design-build team that provides the best value for James City County (JCC).
