Description:

The City of Williamsburg, Virginia will receive sealed Bids for the above titled project at the office of

the Director of Public Works and Utilities, located at 401 Lafayette Street, Williamsburg, VA 23185

until 2:00 p.m. local time on February 22, 2024 at which time the Bids will be publicly opened and

read aloud. Any Bids received after the specified time and date will not be considered.


The project was developed under UPC: #113827, State Project Number U000-137-172, with funding

allocations from the Highway Safety Improvement Program (HSIP), a Federal-aid Highway program.

This project will be locally administered by the City of Williamsburg.


The Work under this Project: consists of the removal and replacement of existing 3-section or 5-section

heads and replacing relaced with 4-section flashing yellow arrow heads. Some locations will require

installation of an additional signal head for the mainline movements. With the installation of the FYA,

the signal cabinet will require installation of MMU and modifications to the cabinet, that may require

back panel rewiring, to allow for full functionality.

Special Requirements:
A NON-MANDATORY PRE-BID CONFERENCE will be held on February 7, 2024 at 10:00 a.m.
Local Time at the Public Works and Utilities Conference Room on the Second Floor of the City
Municipal Building, 401 Lafayette Street, Williamsburg, VA 23185.

This project shall be constructed in accordance with: the plans; the Virginia Department of
Transportation Road and Bridge Specifications, dated 2020; and the Virginia Department of
Transportation Road and Bridge Standards, dated 2016 and revised May 2020; the Virginia Work Area
Protection Manual (Revision 2.1), dated November 1, 2020; the 2009 edition of the MUTCD with
Revisions 1, 2, and 3 incorporated, dated July 2022; the 2011 Virginia Supplement to the MUTCD; and
Supplemental Specifications, Special Provisions and Special Provision Copied Notes in this contract.
The City of Williamsburg in accordance with the provisions of Title VI of the Civil Rights Act of
1964 (78 Stat. 252, 42 US.C.§§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders
that it will affirmatively ensure that any contract entered into pursuant to this advertisement,
disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in
response to this invitation and will not be discriminated against on the grounds of race, color, or
national origin in consideration for an award.
The DBE contract goal for this procurement is zero percent (0%).
All work shall be completed within 210 days upon receipt of notice to proceed.
Bid Security in the amount of five percent (5 %) of the Bid shall be submitted with each Bid.

the project will be accepted up to five (5) business days prior to the closing date; it is the City’s discretion to respond
to any inquiries beyond this time. Emails are an acceptable form of written documentation.
