The Defense Logistics Agency, DLA Maritime Norfolk, Norfolk Naval Shipyard Contracting Division, intends to negotiate a Firm Fixed Price, 100% small business set-aside contract to procure:

• HOSE SHALL HAVE A WORKING PRESSURE OF 350 PSI MINIMUM AND 450 PSI MAXIMUM


• HOSE SHALL HAVE A MINIMUM 16,000 PSI BURST PRESSURE


• 1.90 - 2.00 LBS MAXIMUM WEIGHT PER FOOT WITHOUT COUPLING


• SHALL HAVE A TEMPERATURE RATING OF -40 DEGREES (F) TO 200 DEGREES (F)


• SHALL BE WEATHER, OIL, SOLVENT, AND MILD ACID RESISTANT


• SHALL HAVE NITRILE BLEND RUBBER WITH UHMPE WRAPPED FINSISH COVER.


• SHALL HAVE A NITRILE RUBBER INNER TUBE.


• SHALL HAVE HIGH TENSILE DUAL STATIC WIRE PLIES (MINIMUM OF FOUR (4) FOR REINFORCEMENT.


• TO BE SUPPLIED IN 50 FOOT LENGTHS (+12" /-12")


• HOSE MUST HA VE A MALE COUPLING (AA59326/2A-8-B) ON ONE END AND A FEMALE COUPLING (AA59326/6A-8-B) ON THE OTHER END. COUPLINGS TO BE CAM-LOCKING, QUICK-CONNECT TYPE. COUPLING MATERIAL SHALL BE RED BRASS ALLOY C84400 ONLY. NOTE: EACH COUPLINGS SHALL BE PERMANTLY/MECHANICALLY ATTACHED BY EXTERNAL CRIMPING, UTILIZING A STAINLESS STEEL CRIMP FERRULE IN ACCORDANCE WITH COUPLING MANUFACTURER'S RECOMMENDATION.


• EACH ASSEMBLY SHALL HAVE A CAM AND GROOVE CAP AND PLUG INSTALLED FOR CLEANLINESS. NOTE: MATERIAL FOR CAP PLUG TO BE OTHER THAN STEEL OR ALUMUNUM. PLASTIC CAPS AND PLUGS ARE ACCEPTABLE.


• EACH HOSE ASSEMBLY SHALL HAVE, AT A MINIMUM, THE MFG'S NAME, CONTRACT NUMBER AND PRESSURE RATING ON LAYLINE IN PERMANENT INK OR MOLDED INTO COVERING.


• SUPPLIER MUST PROVIDE WRITTEN CERTIFICATION THAT HOSE ASSEMBLIES (HOSE AND FITTING) HAVE BEEN HYDROSTATICALLY TESTED AT 600 PSIG WITH CLEAN, FRESH WATER FOR 30 MINUTES WITH ZERO LEAKS, WEEPS, END FITTING SLIPPAGE AND/OR BULGES.


• A COPY OF THIS CERTIFICATION IS TO BE SENT TO CODE 135, BUILDING 276, AND A COPY IS TO BE SENT TO CODE 532 TO BE FILED WITH CONTRACT.


• HOSE SHALL BE PARKER 7311NXT OR EQUIVALENT.


• AT NO COST TO THE GOVERNMENT, NORFOLK NAVAL SHIPYARD RESERVES THE RIGHT TO REQUEST A SAMPLE ASSEMBLY FOR TESTING AND EVALUATION PURPOSES FROM ANY OR ALL OFFERORS DURING EVALUATION PROCESS.


• HOSE MUST BE PALLETIZED


• CODE 269 SHALL REVIEW OFFEROR'S SPECIFICATIONS PRIOR TO AWARD.

To be delivered to the Norfolk Naval Shipyard, Portsmouth, VA 23709-5000. The North American Industry Classification System (NAICS) codes are 326220.

This procurement will be processed in accordance with Federal Acquisition Regulation (FAR) Subpart 13, Simplified Acquisition Procedures. The solicitation number is SPMYM1-23-Q-0078 and it is expected to be posted on or around 21 July 2023. Quotes will be due by 5:00 PM EST on 28 July 2023 and may be emailed to the attention of Monica Richardson at monica.richardson@dla.mil.

Please make sure that the solicitation number (SPMYM1-23-Q-0078) is included in the subject line of any email correspondence. Emails without subject lines will not be read because of security issues. Vendors must answer all evaluation factors and sign the first page of the solicitation for their bids to be considered viable.

Award will be based on Total Lowest Price of material that meets salient characteristics and delivery schedule.

Vendors are hereby notified that the solicitation and any subsequent amendments to the solicitation will only be available by downloading the documents at www.sam.gov (System for Award Management). By submitting a quote, the vendor will be self-certifying that neither it nor its principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal agency.
