This is a Notice of Intent (NOI) to Sole Source a procurement under FAR Part 13 Simplified Acquisition Procedures and FAR 19.1306 HUBZone Sole Source Awards.

This requirement is for musical instruments for the Quantico Marine Band. The applicable NAICS code is 339992 – Musical Instrument Manufacturing. The Government contemplates award of a Firm-Fixed-Price (FFP) Contract. The USMC Regional Contracting Office (RCO), Marine Corps Installations-National Capital Region (MCI-NCR) at Quantico, VA, intends to award a sole source contract to Eduard Mato, 400 South, 16th Street Centerville, IA 52544. The contracting office currently does not have a reasonable expectation that offers would be received from two or more HUBZone small business concerns.

The MCI-NCR RCO intends to award this requirement as a HUBZone sole source award under the authority of FAR 19.1306(a).

This notice of intent is NOT a request for competitive quotes; however, HUBZone sources under the applicable NAICS may submit a capability statement or quotation which shall be considered by the agency. Capability statements or quotes, if received timely, will be considered; however, a determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
