SYNOPSIS



The Contracting Department, Naval Supply Systems Command, Fleet Logistics Center Norfolk, 1968 Gilbert Street, Norfolk, VA 23511-3392 (NAVSUP FLC Norfolk) intends to negotiate a Sole Source Firm Fixed Price (FFP) type contract for replacement of a PortaCount respirator fit tester training system as required by the Naval Safety and Environmental Safety Center (NAVSAFENVTRACEN) in Norfolk, Virginia, 23511. The prospective Request for Quotation (RFQ N0018923Q0196) and resulting contract will be performed on a sole-source basis, utilizing procedures under FAR Part 12 - Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures, with delivery required by 30 days following award. The basis for the use of other than full and open competition is that the requirement is for one (1) each, PortaCount Model 8048-T w/Tablet and incidental supplies to replace an aged device currently in use and must meet the same standards for form, fit, and function as well as system configuration requirements of the existing equipment manufactured and sold by TSI Incorporated. Product must be genuine, Original Equipment Manufacturer (OEM), and compliant with OSHA instructions and regulations (OSHA 29 CFR 1910.134 Appendix A) and Naval Operations Manual – OPNAV M-5100.23, Chapter B15 for personnel safety, including capability to accommodate N95 masks. “All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.” SEE SOLE SOURCE JUSTIFICATION IN ATTACHMENTS.



A complete RFQ package with item description and specifications will be available on or about 1 June 2023 at sam.gov. The North American Industry Classification System (NAICS) code for this acquisition is 334519 – Other Measuring and Controlling Device Manufacturing, and the Product & Service Code (PSC) is 6910 – Training Aids. The Small Business Size Standard is 600 employees. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available by download from sam.gov; this office will not issue hard copy solicitations. Only responses from authorized resellers/distributors will be considered. This notice is NOT a request for quotation, and no quotations will be considered or accepted in response to this notice. The Government reserves the right not to award a contract resulting from a solicitation. By submitting a quotation, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quotation. Quotation shall include country of origin for the item and all included components/assemblies. By submission of a quotation, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the anticipated solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award. Solicitation Amendment 1: Amendment 0001 to solicitation N0018923Q0196 has been issued to extend the response date to 6/15/2023 - please see the Attachments section. Additionally, DFARS clauses 252.219-7009 and 252.219-7011 have been removed from the solicitation. All other terms and conditions remain unchanged. Quotes must include signed copies of the SF 1449 and all amendments, to be considered.
