Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. The Department of Veterans Affairs, VHA, Network Contracting Office (NCO) 19 Rocky Mountain Acquisition Center is seeking potential sources that are capable of providing a non-invasive, urine-based, molecular liquid biopsy test kit for men that provides a risk score to differentiate patients with high to low risk of prostate cancer. This information will be used to assess the need for a prostate biopsy. The offeror shall have the capability to ship test kits directly to the home of patients or to the Rocky Mountain Regional VA laboratory at Rocky Mountain Regional VA Medical Center (RMR VAMC), 1700 N. Wheeling St, Aurora, CO, 80045.
NCO 19 is performing market research to determine if there is a sufficient number of qualified (1) Service-Disabled Veteran-Owned Small Business (SDVOSB); (2) Veteran-Owned Small Business (VOSB); (3) Small or emerging small business firms; or (4) Large businesses who can fulfill the requirement. This Sources Sought notice is issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. All SDVOSB, VOSB, small and large businesses capable of fulfilling the requirement are invited to respond.

This sources sought notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. SUMMARY OF REQUIREMENTS:
1. Offerors shall have the capability to provide non-invasive, urine-based, prostate risk screening (at-home) test kits that can be used by patients in their home, wherein the urine samples would then be sent from the patient to the offeror s laboratory for testing.
2. Offerors shall have the capability to ship the non-invasive, urine-based, prostate risk screening test kits directly to patients homes (at the authorized request of a VA physician/doctor) and to the Rocky Mountain Regional VA Medical Center laboratory.
3. Offerors shall have the capability to conduct the prostate risk screening test at their laboratory once the test kit samples are received, analyze and interpret the results, and provide the results and any consultation necessary to the RMR VA lab.
4. The test risk score should be based on an analysis of RNA markers and not incorporate older markers such as the PSA (Prostate Specific Antigen) or require the DRE (digital rectal exam) prior to collection of the urine specimen.
5. Offerors shall meet the performance characteristics for accuracy and precision as defined by the 1988 Clinical Laboratory Improvement ACT (CLIA) and the Clinical and Laboratory Standards Institute (CLSI). Offerors shall be HIPAA compliant.
