This notice is being issued in an attempt to determine the level of interest among all socioeconomic groups. Responses will assist VA planners in determining an appropriate acquisition and set-aside strategy which best fits VA requirements.

The VA Pittsburgh Healthcare System (VAPHS), H. John Heinz III VA Medical Center (VAMC) located at 1010 Delafield Road, Pittsburgh, PA 15215 is performing market research to determine if there is a sufficient number of qualified: (1) Service-Disabled Veteran Owned Small Business (SDVOSB); (2) Veteran Owned Small Business (VOSB); (3) Small or emerging small business firms (SB or other); or (4) large business (LB) firms to set aside a single award, five-year Agreement for two (2) music clinicians: one skilled with a harp and one skilled as a Drum Circle Facilitator. Both musicians shall possess the appropriate credentials as described in the attached draft Statement of Work. If applicable, SDVOSB and VOSB must be verified in SBA at Veteran Small Business Certification (sba.gov).

The VAPHS is seeking a five-year, firm fixed Blanket Purchase Agreement (BPA) to offer Therapeutic Harp and Drum Circle Facilitation Services. Attached is the Draft Statement of Work (SOW) in accordance with this requirement.

The anticipated period of performance is to start January 9,2024, for a total of five years.

The North American Industry Classification System (NAICS) code being considered for this procurement is 621340.

All interested firms who can meet the requirement as outlined in the Draft SOW, should respond in writing, and provide the following information along with their capability statement:
1. General:
a. Explain your Type of Business: Type of Business: Veteran Owned; Small; Small Disadvantaged; or Large, etc.

b. Is NAICS code 621340 the proper NAICS code for this requirement? If not, please suggest a different code.

c. Please provide your Company name and address to include Point of Contact information (e.g., title, phone number and email address).

d. If registered in System for Award Management (SAM), provide Unique Entity Identifier (UEI).
e. Do you feel the requirement is restrictive? If so, please explain.
f. List your experience with healthcare clients (e.g. children s hospitals, schools, senior care, community groups, nursing homes, acute care, mental health-children, or adults)
2. Harpist, CMP
What is your educational background that qualifies you for this work? Any apprenticeships? Residencies? Internships? Certifications?
Do you also play other instruments you might use bedside? Please describe.
3. Drum Facilitator
a. Who or what organization did you train to become a drum facilitator? Certifications?
b. What types of disabilities have you work with? How did you modify the equipment or make changes in the environment to make music making accessible.
c. Do you have your own instruments for the group to utilize? Please describe.

Interested firms are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications required in the Systems for Award Management (SAM) database prior to award of a contract.
