Description
SOURCES SOUGHT NOTICE

This is a Sources Sought NOTICE (SSN) ONLY. The purpose of this Sources Sought Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement, and to gain knowledge of potential qualified Service-Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), other Small Businesses interested and capable of providing items requested, as well as any large business interested and capable. This REQUEST FOR INFORMATION/SOURCES SOUGHT NOTICE in support of the VA Puget Sound Health Care System, Seattle, WA is for market research purposes only to determine the availability of potential vendors with capabilities to provide the requirement described below. This Request for Information/Sources Sought Notice is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for information solicited. Respondents will not be notified of the results of the evaluation. Results will be used to determine set-aside.

The intended contract is a firm-fixed price supply purchase.

Potential contractors shall provide, at a minimum, the following information:

1) Company name, address, and point of contact, phone number, e-mail address, and SAM.gov UEI number/code.

2) Anticipated North American Industry Classification System (NAICS) code is 333310 (Commercial and Service Industry Machinery Manufacturing). The largest a firm can be and still qualify as a small business for Federal Government programs is no more than 1,000 Employees. Please indicate whether you are a Small Business, SDVOSB, VOSB, Small Business Manufacturer, Other Small Business, or Large Business, and whether you are the manufacturer of the item listed below.

3) The Government is not obligated to, nor will it pay for or reimburse any costs associated with responding to this sources sought notice. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. Notice to Potential Offerors: All Offerors who provide goods or services to the United States Federal Government must be registered in the System Award Management (SAM located on the web at www.sam.gov). It is desirable that any Offeror to have completed their business Online Representations and Certifications Application in the System for Award Management (SAM).

4) Any Service-Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetCert Registry located at Veteran Small Business Certification (sba.gov).

5) If not a manufacturer, only authorized representatives/providers/distributors of the manufacturer will be considered. Equipment must be new, no used or refurbished equipment accepted. Please provide a proof of authorized dealer or reseller letter from manufacturer.

6) If you are the manufacturer, do you have any designated or authorized distributors? If so, please provide their name, telephone, point of contact and size status (if available).

7) This is a brand name or Equal to requirement. Please identify manufacturer name (OEM) and manufacturer part number, as well as any warranty information.

Please provide a courtesy quote in response to this request to evaluate price reasonableness for any set-aside determination.
Please provide the country of origin.

It is the intent of the VA to use the information gathered for market research purposes only. If a formal solicitation is released, it will be posted via the Contracting Opportunities website located at www.sam.gov or GSA eBuy.

DESCRIPTION OF THE REQUIREMENT:

The Department of Veterans Affairs is looking to obtain information on vendors who can provide the products as outlined below. This is a Brand Name/Equal to request for Information/Sources Sought Notice.

Requirement:
Installation of a tray scrapping system to include table with trough, conveyor belt, integral soak sink with faucet, & garbage disposal compatible with existing Champion (EUCCW6) dish machine & existing plumbing & electrical infrastructure.
Removal & disposal of existing tray scrapping table system.

Statement of Work for Installation:

Procurement of all necessary equipment & parts for the tray scrapping system that are compliant with the Salient Characteristics.
Delivery & installation services of equipment by a certified technician. To include uncrating, technical evaluation, setting in place, and electrical & plumbing connections of equipment.
Services shall include a pre-installation site survey prior to delivery of the equipment to assess existing equipment & compatibility; electrical & gas hook-ups; drainage; and existing infrastructure infrastructure.
Installation & design shall be compatible with existing Champion dish machine & plumbing/electrical infrastructure, as applicable.
Execution & planning of installation shall be coordinated with Nutrition & Food Services, Supply Chain Management and Facilities Management stakeholders at VA Puget Sound.
If dust or other particles are generated in the installation process, the contractor must set up a containment barrier & receive approval from VA Puget Sound Infection Prevention & Control team.
Containment barriers must be evaluated by NFS Operations Manager to ensure flow of kitchen operation & egress routes are maintained, or that feasible alternatives are available.
If drilling or other loud equipment is required, work must be completed outside of kitchen operation hours, i.e. 7:30pm-5:30am.
The contractor shall remove & dispose of the existing tray scrapping table, trough & belt, & garbage disposal in the space, as identified by the NFS Operations Manager.

Statement of Work for Training & Equipment Set-Up

The contractor must provide training to Nutrition & Food Services Supervisors & end users.
The contractor must also provide maintenance training to Facilities Management staff.

INSTALLATION/REMOVAL: Installation/removal of existing conveyor system & Salvajor collector.
1 EA Installation/Removal to include:
Disassemble and demo existing conveyor system & Salvajor collector.
Unpack and set in place new conveyor system and Slavajor scrap collector.
Weld as needed.
Plumbing and electrical connections for new conveyor and Salvajor collector.
Start and test new conveyor and Salvajor collector and ensure the systems are in proper working condition.

The vendor must coordinate with the VA Puget Sounds Healthcare system POC to coordinate delivery, installation, & other services. Will be provided in Contract award.
The vendor must clearly label & tag all boxes & crates with the Contract Number & Purchase Order (PO) Number.
The vendor must deliver two user & two service manuals (preferably electronically) to the VA PSHCS POC provided in Contract award.
Salient Characteristics:

Tray scrapping system to include table with trough, conveyor belt, integral soak sink with faucet, garbage disposal compatible with existing Champion (EUCCW6) dish machine & existing plumbing & electrical infrastructure.
The system must be compatible with existing SALVAJOR S419 dish machine.
The table shall be 18 feet long to allow for ergonomic tray breakdown & loading of dish machine.
The table shall also be 3 feet high to allow for ergonomic tray breakdown & loading of dish machine.
The table surfaces & legs must be constructed of stainless steel.
The table must include a scrapping trough.
The trough must include a removable scrap screen to catch food debris.
The trough shall include spray nozzles to spray items within the trough & have water flow to the garbage disposal.
The table shall include an automated conveyor belt that is 18 wide.
The belt must have variable speeds & operate by palm switches.
The belt must be able to be removed for thorough cleaning.
The system shall include a belt washing system to clean the top & bottom of the belt.
The system must include an integral soak sink with faucet.
The system shall include a garbage disposal to dispose of food scraps from trays.
The trough shall seamlessly feed into the garbage disposal.
The trough shall include heavy-duty magnets to prevent silverware from falling into the garbage disposal.
The system shall include an overhead rack shelf above the scrapping trough.
The belt must operate with 208/1ph
The garbage disposal must operate with 460v/60/3-ph, 1.5 amps
The system must meet National Sanitation Foundation (NSF) requirements & only be constructed from Food & Drug Administration (FDA) approved materials.
