Description

The Naval Surface Warfare Center, Dahlgren Division intends to negotiate and award on a sole source basis, a stand-alone bridge contract to Science Applications International Corporation (SAIC), 12010 Sunset Hills Road, Reston, VA 20190 Cage Code 6XWA8, for non-personal engineering support services for day-to-day operations in support of the Surface Combat Systems Training Command (SCSTC) Dahlgren, VA. The contract will bridge the gap between the end of the current Systems Engineering and Analysis contract N0017818F3000 and the award of the follow-on contract. The anticipated bridge period of performance is a 6-Month Base Period (21 March 2023-20 September 2023) and 1-Month Option Period (21 September 2023–20 October 2023).



The stand-alone bridge contract is being conducted under the authority of Federal Acquisition Regulation FAR 6.302-1(a)(2)(iii), “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements”.



SAIC provides Systems Engineering and Analysis support under the current contract. The engineering support services covered by this effort include sustainment and modernization support for Manpower and Personnel, Infrastructure Support, Functional Integration Management (FIM) Support, Training Management Support, Documentation Support, Training Systems Acquisition and Life-cycle Support and International Programs (IP) Support to the Japanese Maritime Self Defense Force, Spanish, South Korea, Norwegian, Australian, Singapore Foreign Military Sales and future IP Initiatives. The SCSTC facilities include the SCSTC Command Headquarters in Dahlgren VA. Globally in Yokosuka JP, Rota Spain, Everett, WA. Pearl Harbor HI, Great Lakes IL, San Diego CA, Mayport FL, Norfolk VA, Dahlgren VA, and Wallops Island VA.
