Description

The Marine Corps Installations Northern Capital Region-Regional Contracting Office (MCINCR-RCO), Marine Corps Base Quantico, VA currently has a requirement for the Research and Innovative Technical Analysis (RITA) Version 3.0 Support Services. The RITA 3.0 contract will be solicited using full and open procedures. This contemplated contract will be done as a Single Award Indefinite Delivery Indefinite Quantity (IDIQ), which will include Firm Fixed-Price (FFP) Contract Line Item Numbers (CLIN) for services and a Cost Reimbursement CLIN for travel. The contract will include a 5 year ordering period. NAICS 541715 Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) has been selected for this requirement. Per the Small Business Administration Table of Small Business Size Standards effective 1 January 2022, to qualify as a small business concern under this NAICS code, a company must have no more than 1,000 employees.



This action will be solicited utilizing commercial contracting under FAR Part 12 with negotiation procedures under FAR Part 15. All terms, conditions, evaluation procedures, and instructions to offerors will be specified in an upcoming Request for Proposals (RFP) that will be posted on this web site (sam.gov) on or about 1 March 2023. The proposed solicitation number for this action is M00264-23-R-0008. All responsible sources may submit a proposal to be considered for this requirement. All interested parties must be registered in the System Award Management (www.sam.gov). It is the responsibility of the interested parties to independently review the referenced web link (sam.gov) frequently for updates to all documents. Potential offerors will be responsible for downloading their copy of the RFP and amendments, if any.



SCOPE OF WORK:



This is a follow-on effort of contract M00264-19-D-0007. The purpose and scope of this acquisition is to provide independent research, analysis, administrative and technical tasks and writing of varying complexity which requires technical knowledge, skill, and/or experience in developing concept ideas and to observe and control testing and evaluation and associated sub-objectives. The requirement includes services for compiling, managing, and/or performing data collection and preparing, facilitating, and organizing briefs and reports. The Contractor will be required to identify data for collection and methods of collection, develop data collection and analysis plans, develop data collection guides, and databases and serve as data collection manager to oversee execution of the Data Collection Plan. These services will generate technical data. The services provided under RITA will support the MCSS in responding to Marine Corps-wide requirements. The Contractor shall furnish the necessary personnel, materials, equipment, facilities, travel, and other services required to satisfy the required capabilities and solutions.



The Performance Work Statement identifies five (5) functional categories (Future Capabilities Studies, Force Structure Studies, Current Operations and Intelligence Studies, Decision Analysis Studies and Quick-Turn studies and Human Subject Research Protocols ), the suite of resulting task orders is intended to satisfy a full range of related requirements. Studies are anticipated in the areas of future capabilities, manpower and training, weapons system, feasibility, intelligence, Joint Capabilities Integration Development System, the Marine Corps Force Development System analyses and business process and improvement.
