Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested, and a written solicitation document will not be issued.
This solicitation is issued as an RFQ (Request for Quote). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular #2023-02 (February 14, 2023).
This solicitation is for an unrestricted firm fixed price for brand name or equal commodity.
The associated North American Industrial Classification System (NAICS) code for this procurement is 333310, with a small business size standard of 1,000. The FSC/PSC is 6640.
The Department of Veteran Affairs, Richard Roudebush VA Medical Center, 1481 West 10th Street, Indianapolis, 46202-2803 is seeking to purchase one Olympus BX46 microscope to be used in the Department of Pathology and Laboratory Medicine Service. This brand name or equal microscope, with accompanying camera, is needed for the pathologist to perform the primary duties of the position. The microscope will be used daily to review and release surgical pathology and cytopathology cases.

STATEMENT OF WORK SUMMARY
A. Salient Characteristics

Double headed (face to face)
2x,4x,10x,20x,40x, and 60x fluorite objectives

B. Fluorite Objectives

Fluorite objectives are produced from advanced glass formulations that contain material
such as fluorspar and newer synthetic substitutes.

-Fluorite objectives greatly improve the correction of optical aberration.
-Fluorite objectives chromatically correct for red and blue light.
-Fluorite objectives spherically correct for three colors.
Achromatic objectives spherically correct for one color.

The superior correction attributes of the fluorite objective enable them to be made with a
higher numerical aperture, resulting in brighter images.
-The larger the numerical aperture, the narrower the focal spot and which yields a higher resolving power.
-Fluorite objective, by virtue of the higher resolving power, provide a higher degree of contrast.

Microscope moves up and down, tilts and extends forward and back to accommodate for pathologist heigh and posture

Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR 13. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government.
The award will be made to the response most advantageous and the BEST VALUE to the Government. Responses should contain your best terms, conditions.
Quoters shall list exception(s) and rationale for the exception(s), if any.
Submission of your response shall be received not later than 12:00 PM EST on December 29, 2023.
