Description

The Federal Bureau of Investigation (FBI) intends to award a firm-fixed price contract on a one time, sole source basis to: Digital Intelligence, Inc., 17165 West Glendale Drive, New Berlin, WI 53151 for the purpose of purchasing 90 TX1 Forensic Imager Kits and 79 Forensic Write-Blocker Kits. Digital Intelligence, Inc. is the sole source manufacturer and distributor of the Tableau TX1 Forensic Imager and Write Blocker Kits, which have been designed to protect and capture original and derivative evidence onto various digital storage devices currently used by Computer Analysis Response Team (CART) Forensic Examiners during the course of their forensic examinations. This tool is essential for CART Forensic Examiners to perform several critical procedures; write-block protection of original evidence, create a forensic image of digital media, verify and preserve the forensic image (which is often entered as an exhibit for courtroom testimonies), and prepare media for a forensic image by forensically wiping the digital media. Without this faster, more efficient means of collecting ever-increasing amounts of evidence, CART Forensic Examiners will be severely hampered in their ability to image today’s evidentiary media efficiently and within the critical time frame needed. The resultant contract will fulfill the FBI’s requirement to equip newly certified CART Forensic Examiners with Tableau TX1 Forensic Imager and Write Blocker Kits.

This contract action is authorized by 41 U.S.C. 253( c)(1) in accordance with FAR 6.302-1 “Only one responsible source and no other supplies or services will satisfy agency requirements.” for equipment manufactured by Digital Intelligence, prohibiting other manufacturers from competing for this requirement. Interested parties may identify their interests and capabilities by responding to this requirement to the attention of: Jill Valentine, email address: javalentine@fbi.gov by Wednesday, April 26, 2023 (3:00pm Eastern). Emailed responses will only be considered. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government.
