Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. The Department of Veterans Affairs, VHA, Network Contracting Office (NCO) 19 Rocky Mountain Acquisition Center is seeking potential sources that are capable of providing a fully automated, walk-away system, capable of conducting serum and urine Electrophoresis, whole blood specimen for serum and urine protein Electrophoresis, serum and urine immunofixation, whole blood acid and alkaline hemoglobin Electrophoresis, on a Cost per Kit basis which includes the usage of the instrument(s), reagents, supplies, standards, controls, consumables, disposables, maintenance, repair and training. This requirement is for the Rocky Mountain Regional VA Medical Center (RMR VAMC) located at 1700 N. Wheeling St, Aurora, CO, 80045.
NCO 19 is performing market research to determine if there is a sufficient number of qualified (1) Service-Disabled Veteran-Owned Small Business (SDVOSB); (2) Veteran-Owned Small Business (VOSB); (3) Small or emerging small business firms; or (4) Large businesses who can fulfill the requirement. This Sources Sought notice is issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. All SDVOSB, VOSB, small and large businesses capable of fulfilling the requirement are invited to respond.

SUMMARY OF REQUIREMENTS:
1. Clinical laboratory electrophoresis instruments shall be capable of producing accurate and reproducible assay results on serum, urine, and whole blood specimens for serum and urine protein electrophoresis, serum, and urine immunofixation, and whole blood acid and alkaline hemoglobin electrophoresis by established in vitro diagnostic methods.
2. A single offeror is capable of providing BOTH the fully automated auto-sampler instrument with direct sample connection to the fully automated electrophoresis/scanner instrument for electrophoresis testing. The entire system must be a fully automated, walk-away system.
3. Offerors shall be capable of provide all equipment, reagents, standards, controls, supplies, consumable/disposable items, parts, accessories, and any other item required for the proper operation of its' contractor owned fully automated electrophoresis testing instruments and peripherals necessary for the generation of electrophoresis results on a cost per kit (CPK) basis.
4. Cost Per Kit Definition: The per kit price shall include costs covering (a) equipment use, (b) all reagents, calibrators, controls, supplies, consumable/disposable items, parts, accessories and any other item required for the proper operation of the offeror s equipment and necessary for the generation and reporting of a test, (c) all necessary maintenance to keep the equipment in good operating condition (This element includes both preventative maintenance and emergency repairs), and (d) training for Government personnel. Cost per Kit also includes cost of delivery, installation, bi-directional interfacing, assistance with method validations, and removal of equipment at the end of the period of performance.
