This justification and approval (J&A) for other than full and open competition is executed by the Washington Headquarters (WHS) Acquisition Directorate (AD) to increase the RDT&E Engineering and Technical Support (RETS) Indefinite Delivery Indefinite Quantity (IDIQ) contract ceiling for all contract holders (HQ003421D0002, HQ003421D0003, and HQ003421D0004) in the amount of $420,000,000.00 from $496,000,000.00 to $916,000,000.00.
