Description

THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. Program Executive Officer Land Systems (PEO LS), Program Manager, Advanced Amphibious Assault (PM AAA), Marine Corps, Quantico, VA 22134 intends to enter into sole source negotiations and subsequently award a Firm Fixed Price contract to WPI Services, LLC, doing business as Systecon, North America, 14155 US Highway One, Suite 300, Juno Beach, FL 33408 (Cage Code 6HT91) to provide Opus Software Suite consulting services for the PM AAA Product Manager (PdM) Amphibious Combat Vehicle (ACV) program teams using the authority at FAR Part 19.1506. Systecon is an Economically Disadvantage Woman Owned Small Business (EDWOSB) as defined by FAR Part 19.1503 and meets the sole source award requirements per FAR Part 19.1506. This effort is estimated for award in the second quarter of fiscal year 2024 with an anticipated period of performance of April 2024 to April 2028.



PM AAA has a need to provide Total Lifecycle Management to the Amphibious Combat Vehicle (ACV) Family of Vehicles (FOVs), that are mission ready (operational/availability) to Fleet Marine Forces (FMF) PM AAA intends to leverage Opus Suite, which is an industry-proven modeling and simulation software tool, to analyze, report, predict, and optimize system readiness and Operation and Sustainment (O&S) cost throughout the life cycle. Systecon as the proprietary owner of Opus Suite will support PM AAA with the implementation of a Model Based Product Support (MBPS) capability to determine optimal sustainment solutions. The Opus Suite consulting services will support Product Manager, Sustainment and Readiness (PdM S&R) in evaluating “what-if" scenarios for system utilization and subsystem requirements. Predictive modeling in the Opus Software Suite will identify necessary changes in areas of product support, resulting in positive availability impacts, and projected cost avoidance. This support will provide program leadership with services using Opus Suite modeling and simulation development and subject matter expertise to understand costs and evaluate return on investment.



THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 15 U.S.C. § 637(m), as implemented by Federal Acquisition Regulation (FAR) 6.302-5(a)(2)(i) “Authorized or required by statute.”



Unless stated herein, no additional information is available. Responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement if received within 15 calendar days after the date of the publication of this synopsis. The Government (USG) will consider all information received by this response date. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government. All submissions become USG property and will not be returned. Contractors are advised the USG will not pay for any information or administrative costs incurred in response to this notice of

intent. The applicable North American Industry Classification System codes are 541511 – Custom Computer Programming Services and 541330 - Engineering Services.
