The Federal Bureau of Investigation (FBI) intends to negotiate a sole source, fixed-price contract to F. A. O'TOOLE OFFICE SYSTEMS, INC. located at the following address, for the purchase of a Lektriever units.

The FBI’s Laboratory Division (LD) requires additional Lektriever units. The Federal DNA Database Unit (FDDU) currently processes DNA samples from federal agencies that are collected from persons detained, arrested, or convicted of federal crimes. To date, FDDU has over three million DNA samples in storage. The number of samples will continue to increase each year which requires additional storage solutions. The storage solution that meets the need of FDDU is the lektriever units we currently are using. Each unit will house approximately 230,000 samples, which is about 2 months of storage at the current sample intake rates. The lektriever units must be secured to meet established QA standards for sample storage. The purchase of new Lektreivers will benefit FDDU in giving the unit several years of additional storage that is currently unavailable. The ability to store additional samples in vertical space will allow FDDU to keep up with the high volume of samples that are being submitted as part of the DHS increased submissions. Without proper storage devices, samples will not be readily available when needed, thereby causing delays in processing DNA for analysis and dissemination. This system will provide cost savings in regards to maintenance and space. In addition, this system offers an added layer of security as only authorized employees will have access to the samples contained in the Lektreivers Only the suggested source can furnish the requirements of the of the Lektriever units to the exclusion of other sources because Kardex remstar is the sole manufacturer and distributor.



This notice will be distributed solely through the General Services Administration's System for Awards Management website (www.SAM.gov). Interested parties are responsible for monitoring the site to ensure they have the most up-to-date information about this acquisition.



The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive quotations; however, per FAR 5.207(16)(ii) all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.



Please submit all required documentation to the Contracting Officer, Travis A. Haefler by email at thaefler@fbi.gov no later than 5:00 PM EST on 04/30/2023. Responses sent utilizing other means (i.e., telephone call, facsimile transmission, etc.) will not be considered.



Information received will be used solely to determine whether to conduct a competitive procurement. A determination by the government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government.



Vendors shall be registered in the System for Awards Management (SAM.gov) to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, UEI, addresses, and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment.
