THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THERE IS NO SOLICITATION PACKAGE AVAILABLE. The United States Department of Justice (DOJ), Federal Bureau of Investigation (FBI), Laboratory Division (LD), Scientific Analysis Section (SAS), Questioned Documents Unit (QDU) is conducting market research, seeking to gather information on state-of-the-art hyperspectral imaging systems for forensic document examination. Hyperspectral imaging is used to uncovering obliterated handwriting and/or printing and revealing alterations and is an important component of examining charred and water-soaked documents, art, antiquities, and memorabilia. These samples often involve dark colored writing and printing ink, toner, or carbon material which are highly absorbent in the visible spectrum. Past casework and research have established the benefit of the additional discrimination capability that hyperspectral imaging provides in addition to commonly used video spectral analysis, which is a multispectral process.
The Government is seeking industry input to assist in identifying scientific equipment/instrumentation to meet the general requirements described above. Please note that the Government will NOT be responsible for any costs incurred by interested parties responding to this RFI. THIS IS A REQUEST FOR INFORMATION ONLY. This RFI is issued solely for information and planning purposes and does not constitute a solicitation.
Information provided herein is subject to change and in no way binds the Government to solicit for award of a contract. No telephone responses will be accepted. The point of contact for this Sources Sought notice is Contracting Officer Bryan Lane. Responses to this notice should be sent to bvlane@fbi.gov. Please submit your response to this RFI, (not to exceed 10 pages), via e-mail no later than 11 March 2024 at 1:00 PM (EST) to Bryan Lane.
