The Department of Justice, Office of the Inspector General, Contracting Division, intends to issue a purchase order on a non-competitive basis to Whooster, Inc. for Whooster software licenses (LE DaaS- Web Annual LEDWA and Whooster LE SMS Plus - Annual WLPA) and search credits for a base year and four option years.

This brand name, sole source action is authorized under FAR subpart 13.106-1(b)- soliciting from one source if the contracting officer determines that the circumstances of this contract action deems only one source reasonably available.

Whooster, Inc. is the sole provider of these software licenses and related search credits. There are no authorized resellers for these items. Whooster software licenses are approved for the DOJ OIG network. It is a law enforcement database tool that offers a variety of data delivery platforms; including Web, API, Bulk data delivery and SMS/MMS interface with the end user. The SMS/MMS (Text Messaging) user interface makes it portable and expedient for use during law enforcement operational scenarios. Whooster software and algorithms uniquely sort, match and link multiple open-source databases to deliver the most comprehensive results available. The Whooster user interface platforms provide unique data features including identification of local routing numbers, phone number query which provides additional Telecommunications Company (Telco) names historically associated with a number, and current Telco Data appends in real-time to historical identify information. Whooster can also provide access to International data sets.
