Synopsis

1. Intent. The Sustainment Battle Lab, S-CDID will host Sustainment Modernization Experiments 2024 (SMEx ‘24). SMEx ‘24 is a Soldier touch point experiment executed in an operationally relevant environment focused on modernizing the Army’s sustainment capabilities. SMEx ‘24 will inform future capability requirements in support of Multi-Domain Operations that will directly align with the Army Modernization Priorities.

2. Timeline. Submissions are due in accordance with Enclosure 2; SMEx ‘24 Submitter’s Guide, at Paragraph A. All dates are projected and may shift.

3. Experiment Objectives. The SMEx ‘24 Experiment Objective follows. See Enclosure 1 for more information regarding desired capabilities.

Objective: Assess potential material opportunities to better enable Sustainment contributions to Multi Domain Operations (MDO). Specifically:

A. Capability that provides multi-domain autonomous resupply capabilities.

B. Capability to increase Commander’s decision dominance through predicative logistics.

C. Capability to generate and use alternative energy sources to reduce the demand on fuel.

D. Capability to produce critical commodities at the point of need to reduce the demand on the distribution infrastructure.

4. Technology Selection Process.

A. All proposals must be submitted electronically to usarmy.lee.cdid-sustain.list.smex@army.mil NLT 1 May 2023. See Encl 2-5 for detailed instructions on how to submit a proposal for consideration.

B. Technologies will be reviewed by potential Government sponsors to determine if the technology can address predefined learning demands. Sponsors are responsible for: 1) Identifying linkage to modernization priorities (Cross Functional Teams, MDO, etc.), 2) Identifying learning demands associated with each technology, 3) Assisting with the development of employment vignettes and identifying skill sets (MOS, ASI/SQI, etc.) and number of Soldiers required for each technology, 4) Participation in SMEx

planning meetings, and 5) identification of how the results will be leveraged after the final report is completed.

C. Candidate technology participation must be funded by the proposing organization (aka Technology Providers). Technology providers will pay all costs associated with developing, transporting, training, and sustaining selected technologies during the experiment period.

D. The Point of Contact (POC) for technology submissions and questions pertaining to the selection process at Sustainment Battle Lab is MAJ Coral R. Lore at (804) 734-2956 or coral.r.lore.mil@army.mil.
