SDA seeks industry feedback for the final of three types of Tranche 2 Transport Layer (T2TL) space vehicles—T2TL Gamma. This draft program solicitation expands upon the foundation for Tranche 2 of the Proliferated Warfighter Space Architecture (PWSA) previously described in the T2TL Alpha and Beta solicitations.

SDA expects to procure approximately 20 T2TL Gamma space vehicles with a payload specifically designed to close future kill chains via the PWSA. The Gamma variant will share certain baseline characteristics with the other T2TL variants (Alpha and Beta) outlined in the RFP.

T2TL features multiple space vehicle and mission configuration variants procured through a multi-solicitation and multi-vendor acquisition approach. The initial launch capability is scheduled for September 2026.

The T2 Gamma draft program solicitation is comprised of unclassified solicitation documents as well as classified material on technical details of payload development. Per the program solicitation, interested offerors need to contact SDA to receive documents that contain Controlled Unclassified Information (CUI).

Included in this draft program solicitation as a CUI document is the DD254 template. In order to receive the classified documents from SDA, you MUST complete and return the DD254 included. Each company must complete Block 6a-c and Block 8a-c. If you intend on utilizing a subcontractor or partner and sharing SDA’s classified information with them, you will need to fill in a separate version of this template with Block 7 a-c completed as well. SDA Security will validate the facility information and return a signed version before sending the classified documents.
