Description

THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, NOR SPECIFICATIONS, NOR DRAWINGS AVAILABLE AT THIS TIME.



The U.S. Army Corps of Engineer Norfolk District is issuing this sources-sought synopsis as a means of conducting market research to identify qualified sources capable of providing Aerial Mosquito Treatment at the Craney Island Dredged Material Management Area (CIDMMA) located in Portsmouth, Virginia. The intent of this requirement is turn-key ordering of mosquito treatment with a four day turn around on requests. As such, the contractor will be expected to obtain all legally required permits licenses etc., obtain and maintain all chemicals and equipment, and coordinate their own airport or landing area to conduct operations.



Under no circumstances will the contractor be permitted to operate on the site – this includes but is not limited to takeoff, landing, chemical mix and/or transfer, and refueling.



Aerial Application of Mosquito Treatment will include the following chemicals:



1. Bacillus thuringiensis (Bti) granular larvicide at the rate of 20 pounds per acre.



2. Bacillus thuringiensis (Bti) liquid larvicide at the rate of 2 pints per acre.



3. Undiluted Naled (Trumpet EC) in ultra-low volume dosage of 0.75 fluid ounces per acre.



NAICS Code 561710 for Exterminating and Pest Control Services with Small Business Size Standard of $12,000,000.00 applies.



This Sources Sought Notice is not a Request for Proposal and should not be construed in any manner to be an obligation of the U.S. Army Corps of Engineers, Norfolk District to issue a contract, or result in any claim for reimbursement of costs for any effort you expend responding to this request. No solicitation is currently available. The period of performance is anticipated to be a base year with two (2) optional years of services. The official combined synopsis/solicitation will be issued on Procurement Integrated Enterprise Environment (PIEE), https://piee.eb.mil/. The Firm's response to this Sources Sought shall be limited to no more than 5 pages and shall include the following information.




  1. Firm's name, address, point of contact, phone number, and e-mail address.

  2. Firm's level of interest in bidding on this solicitation when it is issued.

  3. Firm's capacity to perform a contract of this magnitude and complexity.

  4. Provide examples of your capability to successfully execute contracts of similar nature by detailing comparable work performed with brief descriptions of a minimum of three similar previous projects performed within the last 5 years (customer name, timeliness of performance, type of work, and dollar value of the project).

  5. Describe any current supply chain issues with acquiring the mosquito treatment adulticide and larvicide chemicals, what the typical ordering lead time for the chemicals are, and the ability to store the materials in accordance the manufacture’s specifications or labels for the duration of the awarded period of performance.

  6. Describe your capability for aerial mosquito treatment at the CIDMMA within four days of request, include narrative on obtaining backup equipment available if equipment failures occur (e.g., planes, pumps, necessary equipment to perform the treatment within the required timeframe).

  7. Describe your firm’s level of interest relative to the project description.

  8. Firm’s status as either a small or large business. If the firm has a Small Business identification, please specify which: Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Business Development Program, HUBZone Program, Service Disabled Veteran Owned Small Business (SDVOSB), or Woman Owned Small Business (WOSB).

  9. Firm's Existing Joint Ventures including Mentor/Protégé and teaming arrangement information.

  10. Firm’s governmental CAGE code and DUNS number, if applicable.

  11. Firm's Bonding Capability

  12. Provide any other comments and/or concerns.
