Description

The Defense Logistics Agency (DLA) Maritime Norfolk at Norfolk Naval Shipyard (NNSY) intends to award a Firm Fixed Price (FFP) Single Award Contract with Lowest Price Technically Acceptable (LPTA) Evaluation Factors for the item listed below. The required item is for commercial items prepared in accordance with the information in FAR Part 13 and FAR Subpart 12.6, as supplemented with the additional information included in this notice.

  • THE HOSE SHALL CONSIST OF OIL RESISTANT RUBBER LINER TUBE, A FIBER BRAID, A HIGH TENSILE STEEL WIRE REINFORCED, AND AN OIL RESISTANT, SYNTHETIC RUBBER COVER.




  • THE HOSE INNER LINER (TUBE) AND OUTER COVER COLOR SHALL BE BLACK. THE COLOR SHALL BE THROUGHLY EMBEDDED INTO THE REINFORCEMENT AND HELICAL WIRE(S) TO PROVIDE A HOMOGENOUS HOSE WALL AND RESULT IN SUFFICIENT ADHESION TO MEET REQUIRED HOSE APPLICATION AS FOLLOWS: HOSE DESIGN FOR PETROLEUM BASE HYDRAULIC FLUIDS AND LUBEICATING OILS, DIESEL FUELS AND ANTIFREEZE SOLUTIONS WITHIN TEMP RANGE –40 DEG F TO +212 DEF F. WATER, WATER/OIL EMULSION AND WATER/GLYCOL HYDRAULIC SOLUTIONS UP TO +185 DEG F. AIR UP TO +150 DG F.




  • 1.375" / 1.422" I.D. X 1.719" / 1.781" O.D.




  • MUST HAVE A MINIMUM BEND RADIUS OF 10-1/2”.




  • HOSE TO HAVE WORKING PRESSURE OF 500 PSIG.




  • WEIGHT: 0.68 LBS. PER FOOT WITHOUT END FITTINGS




  • MUST BE RESISTANT TO WEATHER, OIL, SOLVENTS, AND MILD ACIDS.




  • HOSES ARE TO BE PROVIDED IN 50 FOOT LENGTHS (+12” / -12”) WITH PLASTIC CLEANLINESS CAPS ATTACHED TO EACH END




  • EACH HOSE ASSY SHALL HAVE THE FOLLOWING FIELD ATTACHABLE FITTINGS ON EACH END: 1-1/2” MALE PIPE (NPT 11-1/2 THREADS PER INCH). FITTINGS SHALL BE RED BRASS ALLOY C84400, C90500, OR C92200 EQUAL OR EQUIVALENT TO AEROQUIP PART NUMBER 412-24-24B. NOTE: FITTINGS AND HOSES MUST BE FROM THE SAME MANUFACTURER




  • HOSE ASSY SHALL HAVE THE FOLLOWING ADAPTERS ON EACH END, CONNECTED TO THE HOSE FITTINGS: 1-1/2” MALE HOSE (NPSH 11-1/2 THREADS PER INCH) ON ONE END AND 1-1/2” FEMALE HOSE SWIVEL (BALL BEARING) (NPSH 11-1/2 THREADS PER INCH) ON THE OTHER END. FITTINGS MUST BE RED BRASS ALLOY C84400, C90500 OR C92200. ALL THREADED JOINTS SHALL BE ASSEMBLED USING LOCTITE 562 SERIES SEALANT. TEFLON TAPE OR “PLUMBERS PUTTY “IS NOT AUTHORIZED AND SHALL NOT BE USED.




  • EACH HOSE ASSEMBLY SHALL HAVE, AT A MINIMUM, THE MFG’S NAME, CONTRACT NUMBER AND PRESSURE RATING ON LAYLINE IN PERMANENT INK OR MOLDED INTO COVERING.




  • SUPPLIER MUST PROVIDE WRITTEN CERTIFICATION THAT HOSE ASSEMBLIES (HOSE AND FITTING) HAVE BEEN HYDROSTATICALLY TESTED AT 750 PSIG WITH CLEAN, FRESH WATER FOR 30 MINUTES WITH ZERO LEAKS, WEEPS AND/OR BULGES.




  • A COPY OF THIS CERTIFICATION IS TO BE SENT TO CODE 135, BUILDING 276, AND A COPY IS TO BE SENT TO CODE 532 TO BE FILED WITH CONTRACT.




  • AT NO COST TO THE GOVERNMENT, NORFOLK NAVAL SHIPYARD RESERVES THE RIGHT TO REQUEST A SAMPLE ASSEMBLY FOR TESTING AND EVALUATION PURPOSES FROM ANY OR ALL OFFERORS DURING EVALUATION PROCESS.




  • HOSE MUST BE PALLETIZED




  • HOSE SHALL BE EATON AEROQUIP 2651 OR EQUIVALENT.




  • CODE 269 SHALL REVIEW OFFEROR’S SPECIFICATIONS PRIOR TO AWARD.



The requirement will be solicited as a total small business set aside. The NAICS code applicable to this procurement is 326220, Rubber and Plastics Hoses and Belting Manufacturing with a size standard of 800 employees. The Product Service Code is 4720.



The anticipated delivery date for this acquisition is 08 December 2023. The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form only. THE SOLICITATION IS NOT YET AVAILABLE.



The solicitation number is SPMYM124Q0007 and it is expected to be available on or about 03 November 2023 and posted to SAM.gov, https://sam.gov/ Quotes will be due by 5:00 PM EST on 13 November 2023.
