INTRODUCTION:
This Request For Quote (RFQ) SOURCES SOUGHT(SS) is issued by Network Contracting Office (NCO) 6 to assist in determining if a future contract effort can be competitively awarded on a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside basis. The applicable North American Industrial Classification System (NAICS) code assigned to this effort is 561621 with the Small Business Size Standard of $22.0 million. The purpose of this notice is to conduct market research and obtain information from qualified potential offerors. No formal solicitation document exists at this time. The Government is not obligated, nor will it pay for or reimburse any costs associated with responding to this sources sought request. This notice shall not be construed as commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued.
REQUIREMENTS:
The VHA Network Contracting Office 6 (NCO 6) is conducting a market survey to find qualified vendors who can deliver the following services for the SALEM VA MEDICAL CENTER (SVAMC) 1970 Roanoke Boulevard, Salem, VA 24153.
PURPOSE:
The Salem Veterans Affairs Health Care System (SVAHCS) is seeking potential sources capable of providing all the resources necessary to install new standalone Mental Health Service Line (MHSL); Avigilon Internet Protocol (IP) Camera System for building 9, 2nd floor. Also, to install an Access Control System for building 7, 2nd floor at the SVAMC.
PERFORMANCE WORK STATEMENT (PWS):
The purpose of this PWS is to request for a contractor to install a new standalone Avigilon IP Camera System in building 9, on the 2nd floor.

This system, consisting of 16 cameras, will have its monitor/ Network Video Recorder (NVR) workstation installed at the nurse s station.

This system shall consist of all appropriate hardware & software licensing associated with a fully functioning IP camera system with battery back-up.

Access Control-Install a new standalone Access Control System, that will secure the main entrance, stairwell doors & up 16 patient rooms. This System will have up to 100 assignable devices to be handed out to patients that will give them access to the unit at times pre-determined by the staff. This system must be able to work in conjunction with the current AiPhone system, used to give all visitors access to the unit.

SCOPE:
The Department of Veterans Affairs SVAMC has a requirement for a contractor to furnish all test equipment, cleaning supplies, parts, and tools necessary to perform the work described above.
Only accessories, disposable items and spare parts that do not pose a technical safety risk may be used. To ensure the full functionality of the devices, we recommend using products/parts made by the equipment manufacturer(s).
