Description

This is NOT a Request for Proposal (RFP). This is a notice of the Government’s intent to issue a sole source contract to SYSTECON for OPUS Suite user licenses, software support and classroom training sessions. This effort is required for business intelligence capabilities in the United States Coast Guard (USCG) Information Management System (CG-LIMS). This purchase complements a support agreement between the USCG and USN to provide oversight and assistance from the USN Naval Sea Systems Logistics Center (NAVSEALOGCEN). NAVSEALOGCEN uses the SYSTECON OPUS suite to conduct their business intelligence exercises for the USN assets, as well as USCG Navy Type/Navy Owned assets. The long-term goal is to assess the ability to further the strategic partnership and synergy between the US Navy and USCG through the procurement of similar capabilities and sharing of business modeling techniques between shared platforms and assets.





The USCG announces its intent to enter into a contract with award on a sole source basis with LMCO under the authority of 10 U.S.C. 234(c)(1): Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements.





Respondents are advised that the USCG will not pay for any information or administrative costs incurred in response to this notice. All costs associated with responding to this notice will be solely at the responding party’s expense.





This notice of intent is NOT a request for proposals or quotations. Information received will be considered solely for the purposes of determining whether conducting a competitive procurement is in the best interest of the Government.
