GENERAL INFORMATION




  1. This is a Request for Quotation (RFQ)

  2. This acquisition is a Set Aside: 100% for Small Business

  3. This acquisition will be evaluated: Lowest Price Technically Acceptable

  4. North American Industry Classification System Code (NAICS) 562111 Solid Waste Collection and the Product Service Code J042 - MAINT/REPAIR/REBUILD OF EQUIP- FIRE FIGHTING/RESCUE/SAFETY EQUIP; ENVIRON PROTECT EQUIP/MATLS

  5. The Government intends to award one (1) Firm Fixed Price (FFP) contract resulting from this RFQ to the responsible vendor whose quote conforms to the solicitation and will be most advantageous to the government.

  6. Please review the following documents: "Solicitation", "Solicitation Amendment N4215824RN015" and "Solicitation Amendment 2".

  7. Please review the following document "SDS Safety Data Sheet".



REQUIREMENT INFORMATION



Description:



When notified, the contractor shall pick up a shipment of fire extinguishers. At this time, the quote is for 449 however, by the time this request is awarded, there may be more fire extinguishers.



The fire extinguishers are properly packaged and secured and will be picked-up from Building 281 at Norfolk Naval Shipyard. A minimum of three days’ notice must be given to the technical point of contact before pickup.



Lifting and Handling not applicable due to fire extinguishers in boxes and on a pallet that will be moved via a forklift.



PKP cylinders are non-hazardous and are not subject to hazardous waste regulations.



NNSY requires only the vendor to collect and transport the fire extinguishers off of the compound. How they are disposed of is at the discretion of the vendor. NNSY does not require the vendor to have an approved facility.



INSTRUCTIONS TO OFFEROR



Quotation will consist of the following documents submitted together in Adobe Acrobat .pdf format:




  1. Completed FAR 52.212-3 Representations and Certification unless otherwise completed in SAM;

  2. Completed SF 1449 with pricing for each line item being quoted in accordance with the Contract Line Item Numbers listed in this notice.

  3. Contractor is responsible for the collection, transportation, and disposal of 449 fire extinguishers.

  4. Contractor will provide a detailed removal plan for 449 fire extinguishers.

  5. Signed acknowledgement of the SF 1449, and submit with quote

  6. Please acknowledge that you have read the "Solicitation", "Solicitation Amendment N4215824RN015" "Solicitation Amendment 2", and the SDS Safety Data Sheet.



Award will be made to the offeror whose quote reflects a technically acceptable item or combination of technically acceptable items that result in the lowest aggregate price to the Government.



Price:



The estimated amount for each line item will be added together to determine the total estimated price which will become the evaluate price.The vendor’s proposed price will be evaluated on the basis of price reasonableness. All prices must be considered fair and reasonable as determined by the Government. Price quote shall be held firm and valid for sixty (60) days.



The completion and submission of the above items will constitute a quote and will be considered the vender’s unconditional assent to the terms and conditions of this Solicitation and any attachments and/or exhibits.Failure to provide all of these documents by the required date and time may preclude a quotation from award\consideration at the discretion of the Government.

The due date for this solicitation has has been extended: please submit quotes by Thursday March 14, 2024 at 12:00 PM.
