PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-year, sole source, firm-fixed-price contract with ULTRA Forensic Technology Inc. to purchase a Preventative Maintenance Agreement for Forensic Technology’s Quantum 3D Microscope. ULTRA Forensic Technology Inc. is located at 7975 114th Ave. North, Suite 2500, Largo, FL. 33773.
The FBI, Laboratory Division (LD), intends to purchase Forensic Technology’s Quantum 3D Microscope. This service agreement will ensure preventive maintenance needs, instrument failures, instrument and software upgrades, and other necessary items are addressed in a timely and cost-effective manner. Per the manufacturer, The Integrated Ballistic Identification System (IBIS) uses technology that encompasses several patents protected in the United States and throughout the world. As such, manufacturing and servicing these products require access to proprietary and commercially sensitive information that is only accessible to employees of Ultra Electronics Forensic Technology Inc. and its affiliate company Forensic Technology Inc. Justification available upon request.
This notice will be distributed solely through the General Services Administration's System for Awards Management website (www.SAM.gov). Interested parties are responsible for monitoring the site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516, Analytical Laboratory Instrument Manufacturing and Product Service Code, 6640, Laboratory Equipment and Supplies.
The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive quotations; however, per FAR 5.207(16)(ii) all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and/or capabilities statement to this requirement by contacting Contracting Officer, Adelle Bolton by email at albolton@fbi.gov no later than 05:00 PM EST on 03/25/2024. Responses sent utilizing other means will not be considered. Information received will be used solely to determine whether to conduct a competitive procurement. A determination by the government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government.
Vendors shall be registered in the System for Awards Management (SAM.gov) to receive government contracts. The FBI uses a financial system that has a direct interface with SAM.
