Norfolk Naval Shipyard (NNSY) is issuing this sources sought request/request for information (RFI). for the sole purpose of conducting Market Research in accordance with Federal Acquisition Regulation (FAR) Part 10. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 532490. The government anticipates a Single Award Firm-Fixed Price Contract that includes a period of performance up to one year. The anticipated proposed timing and duration of the contract for High Pressure Air Compressor (HPACs) is 01 December 2023 through 30 October 2024.

This SOURCES SOUGHT Notice is issued solely for informational and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This Notice does not commit the Government to contract for any supply or service whatsoever. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this Notice; all costs associated with responding to this Notice will be solely at the interested party’s expense. Not responding to this Notice does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the on Sam.Gov.    1. THREE (3) EACH Self-contained compressed air systems used to supply high-pressure air for ship service applications including breathing air. The compressed air system will include a compressor, air dryer, closed loop cooling system and other components required to meet the specifications in accordance with (IAW) Statement of Work (SOW) attached.

BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE, THIS REQUIREMENT WILL BE CONSIDERED FOR APPROPRIATE SET-ASIDE PROGRAM PARTICIAPTATION (IF APPLICABLE) IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATIONS.

Capability Statements from interested parties who consider themselves qualified to perform the required services are invited to submit a response in Microsoft Word and/or Adobe PDF compatible formats no later than Wednesday, November 22, 2023, 10:00 AM EST. 5.0 Industry Discussions

NNSY representatives may or may not choose to meet with potential offerors. Such discussions would only be intended to get further clarification of potential capability to meet the requirements, especially any development and certification risks.

6.0 Questions

Questions regarding this Notice shall be submitted in writing to Sam.Gov. Verbal questions will NOT be accepted. Questions will be answered by posting answers to the Sources Sought Notice posting website at https://sam.gov; accordingly, questions shall NOT contain proprietary or classified information. The Government does not guarantee that questions received after November 20, 2023 at 10:00 AM EST will be answered.

7.0 Summary

THIS IS A SOURCES SOUGHT ONLY to identify sources that can provide NNSY HPAC Rentals. The information provided in the Notice is subject to change and is not binding on the Government. The Navy has not made a commitment to procure any of the items discussed, and release of this Notice should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
