Description

This is a Sources Sought Notice (hereinafter "Notice"). This Notice is an essential step in determining market interest and feasibility in accordance with FAR Part 10 and is for information and planning purposes only. This Notice is solely for the Government's use as a market research tool. This Notice does not constitute a request for proposals, a solicitation, or a request for quotes. If determined appropriate, a draft solicitation may be posted in the December 2023 time frame followed by a synopsis and solicitation around January 2024. All responsible sources are encouraged to submit a response to this Notice. First time vendors are encouraged to provide a Capability Statement along with their response. All information received will be considered. Failure to respond to this Notice does not preclude a firm from offering on any resultant solicitation; however, a lack of interest in this requirement may keep this effort from moving forward competitively.



This notice also serves to identify qualified Small Business, 8(a) participants, HUBZone small business concerns, service-disabled veteran-owned small business concerns, and economically disadvantaged women-owned small business (EDWOSB) concerns and women-owned small business (WOSB) concerns eligible under the WOSB Program that are interested, responsible and capable of providing for the Bulk Fuel requirement for DLA Energy FEBB for the Rocky Mountain/West Coast/Offshore (RMW) purchase program, located in the United States. The NAICS for this solicitation is 324110, Petroleum Refining. To qualify as a small business for purposes of Government procurement, the petroleum refiner, including its affiliates, must be a concern that has either no more than 1,500 employees or no more than 200,000 barrels per calendar day total Operable Atmospheric Crude Oil Distillation capacity. Capacity includes all domestic and foreign affiliates, all owned or leased facilities, and all facilities under a processing agreement or an arrangement such as an exchange agreement or a throughput. The potential opportunity for set-asides for small businesses and small disadvantaged businesses will be considered on the basis of the responses received.



DLA Energy is seeking to increase Small Business participation in our solicitations. For this solicitation, an estimated 30.81% of the fuel quantity is set-aside for small business concerns. Please note, the small business set-aside percentage may change throughout the procurement. If you are a designated small business in accordance with FAR 52.212-1, please ensure your System for Award Management (SAM) designation is correct.

Turbine Fuel, Aviation, (JAA) (NSN: 9130-00-359-2026), Quantity 582,649,000 USG

Turbine Fuel, Aviation, (JA1) (NSN: 9130-00-753-5026), Quantity 86,342,000 USG

Fuel, Naval Distillate, (F76) (NSN: 9140-00-273-2377), Quantity 115,180,000 USG



The products must conform to the following specifications:

JAA: ASTM D-1655-19

JA1: ASTM D-1655-19

F76: MIL-DTL-16884P



If awards can be made, the Government anticipates award of Indefinite Delivery/Indefinite Quantity, Fixed Price with Economic Price Adjustment contract(s) resulting from a solicitation. The anticipated ordering period is date of award through September 30, 2025. The anticipated delivery period is October 1, 2024 through September 30, 2025 with a 30-day carryover period. The anticipated methods of delivery will be tanker, barge, truck, railcar, and/or pipeline.



This solicitation is available on the World Wide Web https://www.sam.gov. Please be advised that a hard copy of the solicitation will not be available. DLA Energy will be using the Bulk Offer Entry Tool (OET) for this Procurement. The usage of the Bulk OET is mandatory. The Bulk OET will allow Offerors to electronically submit and sign their offer (including the SF1449).
