Description

This is not a request for quotes. This is a Sources Sought Announcement (SSA), requesting information to determine market capabilities and interested vendors for an upcoming requirement for Custom Steel Pallets for Marine Helicopter Squadron One (HMX-1).

Interested vendors: respond via email to Molly Henderson, Contract Specialist, at molly.henderson@usmc.mil. In your response, please include the following information:




  1. State whether you can provide the requirement in accordance with the draft item description (below).

  2. Provide an estimated lead time for the requirement.

  3. State your small business status, including any SBA-certified socioeconomic groups, under the NAICS code 332999.

  4. If your business is a contract holder for a government contractual vehicle such as GSA, please state whether this requirement can be provided via GSA, and if so, provide your GSA contract number.

  5. The anticipated NAICS code for this requirement is 332999. The anticipated PSC for this requirement is 3990. If your business believes a different NAICS or PSC is more applicable to this requirement, please provide your NAICS/PSC suggestion and a brief explanation as to why the code(s) provided would better support this requirement.

DRAFT Item Description



Marine Helicopter Squadron One (HMX-1) requires the fabrication of six (6) 42-in. by 84-in. A36 steel pallets.



Required Salient Characteristics:




  1. Dimensions: 42-in. x 84-in.

  2. Material: A36 Steel

  3. Quantity: 6

  4. Pallets must include forklift slots capable of easily being lifted and maneuvered by a standard forklift.

  5. Pallets must be heavy duty and will have mattresses stacked on top of them for recovery operations.

  6. Pallets must provide the squadron safe and immediate landing in the event of mechanical failures.

  7. Pallets must be capable of withstanding 200psi direct pressure.

  8. Pallets must each incorporate (6) tie down locations capable of strapping twin size mattress down with standard cargo straps, two on each side and one on each end. The area between the tie down locations must be greater than 38” by 80” to allow for easy access while having a twin mattress located between them.

  9. Pallets must be heavy enough and provide enough friction to remain in place on a concrete service with 120 knots of lateral airflow while having a stack of 6 mattresses strapped to the surface.
