Purchase of One (1) Light Weight Wide Aperture Array (LWWAA) Handling System (LHS)
The primary use for the LHS will be to transport, support, capture, lift, and lower the LWWAA components to and from their position on the hull of the submarine, while providing a work platform from which personnel can safely access the fasteners holding the LWWAA components in place. Additionally, the LHS will allow for LWWAA components to be moved to locations in the dry dock where the components can be lifted into / out of the dock via crane.
DESCRIPTION OF COMPONENTS OF THE LHS – The handling system will be comprised of self-propelled flat deck base and a modular fixture that will engage the LWWAA. The modular fixture is included as part of this contact and built per NAVSEA Drawing. The LHS shall be capable of functioning in a shipyard outdoor environment. Shipyard environments include dirt/grit, high humidity, exposure to weather, and exposure to salt spray
Subject to FAR Clause 52.215-3, entitled “Solicitation for Information and Planning Purposes,” this announcement constitutes a Sources Sought for information and planning purposes to identify qualified and experienced sources for an anticipated single award Firm Fixed Price (FFP) type contract under NAICS code 333248, Other Industrial Machinery Manufacturing, with a size standard of 750 employees. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement.
Norfolk Naval Shipyard (NNSY) is issuing this sources sought request for information as a means of conducting market research to identify parties having an interest in and the resources to support a contract for the purchase of one (1) Light Weight Wide Aperture Handling Systems (LWWAAHS) to be utilized at the Norfolk Naval Shipyard (NNSY), Portsmouth, VA. Interested sources will be capable providing the needed one (1) LWWAAHS in accordance with the needed specifications.
Based on the responses to this Sources Sought Notice/Market Research, this requirement may be set-aside for Small Businesses (in full or in part) or procured through full and open competition, or other than full and open competition, and/or multiple awards MAY be made. All Small Business Set-Aside categories will be considered.
This announcement constitutes a sources sought synopsis for written information only. This is not a solicitation announcement for proposals and a contract will not be awarded from this announcement. This sources sought notice is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response.
A determination of the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
