Description
This is a SOURCES SOUGHT request for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government at this time.
This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine the interest of Service-Disabled Veteran Owned Small Business (SDVOSB) and Veteran Owned Small Business (VOSB) capable of meeting the requirements listed below.
The Department of Veterans Affairs, Regional Procurement Office Central, Network Contracting Office 10 is seeking sources to provide a 4WD diesel utility vehicle for the John D. Dingell VA Medical Center located at 4646 John R Street, Detroit, MI 48201. The associated North American Industry Classification System (NAICS) Code is 336999 All Other Transportation Equipment Manufacturing, and the Business Size Standard is 1,000 Employees. The SBA has issued a class waiver of the Nonmanufacturer Rule (74 Fed. Reg. 18603 dated April 23, 2009).
Network Contracting Office 10 is seeking sources to provide the following Kubota (brand name or equal) equipment/accessories. Includes setup and delivery to the John D. Dingell VA Medical Center.

V5059 Side Mirror Kit Cab (1) Qty: 2 EA
V5200 2 Trailer Hitch Ball Mount Qty: 1 EA
VC5058 Strobe Light Kit Qty: 1 EA
V4258 Rear Screen Grey Qty: 1 EA

The minimum requirements for a utility vehicle other than the make/model listed above include the following:

diesel engine
four-wheel drive
minimum 18 horsepower
speed capable of at least 25 MPH
cargo load bed capacity 1500 lbs. minimum
cargo box area must hold at least 15 cubic feet
cargo bed must have a dump feature
ground clearance 6 inch minimum
enclosed cabin
cabin heater
power steering
running lights
towing capacity 1000 lbs. minimum
towing hitch

Contractors that are interested in meeting this requirement are asked to provide a response via the email address listed below. Please provide the following information in your response:

(6) A concern that is not the manufacturer shall provide written documentation they are an authorized distributor
(7) Product specifications/information in sufficient detail to show how it meets the requirements listed above
(8) Country of origin for the utility vehicle

Additional information:
All contractors must be registered with the System for Award Management (SAM) at https://sam.gov.
Any contractor that believes they are capable and desires to claim preference for small business status must be registered with the SBA and meet the requirements of FAR 19.102.
Any contractor that believes they are capable and desires to claim preference for SDVOSB or VOSB status must be registered with the SBA Veteran Small Business Certification Program (VetCert).
