NCIS requires the procurement of Ballistic Body Armor Plate Carriers (BBAPC) in support of REACT. This armor will be used in order to conduct a multitude of high-risk enforcement operations and continue to execute the NCIS mission. The purpose of this armor is to increase operator safety and survivability. The equipment is required on an as-needed, intermittent basis.
