THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR THE SUPPLIES/SERVICE PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6 AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.  THE SOLICITATION NUMBER IS 11504PR240000122.  THIS COMBINED SYNOPSIS CONSTITUTES A SOLICITATION AND INCORPORATES PROVISIONS AND CLAUSES IN EFFECT THROUGH FEDERAL ACQUISITION CIRCULAR 2007.  THIS ACQUISITION IS SET ASIDE SMALL BUSINESS.  THE NAICS IS 238330 (FLOORING CONTRACTORS).  THE SMALL BUSINESS SIZE STANDARD IS 500 EMPLOYEES.  THE CONTRACT TYPE WILL BE A FIRM-FIXED-PRICE PURCHASE ORDER.  THE CONTRACT WILL BE AWARDED TO A RESPONSIBLE AND RESPONSIVE OFFEROR WHO PROVIDES THE MOST ADVANTAGEOUS, REASONABLE, AND NEGOTIABLE OFFER TO THE GOVERNMENT. A SITE VISIT HAS BEEN SCHEDULED FOR TUESDAY FEBRUARY 27 AND WEDNESDAY FEBRUARY 28 FROM 08:00AM TO 12:00PM EDT AT U.S. COAST GUARD BASE PORTSMOUTH, 4000 COAST GUARD BLVD, PORSTMOUTH, VA 23703. SUMMARY: FOR MOST U.S. COAST GUARD AWARDS ESTABLISHED ON OR AFTER OCTOBER 1, 2021, CONTRACTORS MUST SUBMIT PROPER INVOICES THROUGH THE INVOICE PROCESSING PLATFORM (IPP), A SECURE WEB-BASED, PAYMENT INFORMATION SYSTEM PROVIDED BY THE U.S. DEPARTMENT OF THE TREASURY'S FINANCIAL MANAGEMENT SERVICE. THE SERVICE IS AVAILABLE FREE OF CHARGE TO ALL FEDERAL AGENCIES AND THEIR SUPPLIERS. PLEASE REFER TO THE TERMS OF YOUR CONTRACT FOR INVOICING INSTRUCTIONS SPECIFIC TO YOUR AWARD.  ENROLLMENT ACTIONS TO TAKE AFTER YOU HAVE AN APPLICABLE AWARD:
