The Contracting Department, NAVSUP Fleet Logistics Center (FLC) Norfolk, VA, intends to solicit and award a sole source, Firm Fixed-Price, Indefinite-Delivery, Indefinite-Quanity (IDIQ) requirement type contract to Service-Disabled Veteran-Owned Small Business, Indoor Skydiving Virginia, LLC under FAR Part 12, FAR Subpart 13.5, FAR Subpart 16.5 and FAR 19.1406. This service contract is for Vertical Wind Tunnel support services in support of U.S. Navy Explosive Ordnance Disposal Group Two (EODGRU TWO).

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. Interested persons may identify their interest and capability to respond to the requirement. Any information received will be reviewed by NAVSUP FLC Norfolk Contracting Department. A determination by the Government not to compete the proposed contract action based upon responses to this notice is solely within the discretion of the Government. The North American Industry Classification System (NAICS) code for this acquistion is 611620, Sports and Recreation Instruction; with a size standard of $9,000,000. The anticipated PSC is U099.

The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form. This office will no longer issue hard copy solicitations. THE SOLICITATION IS NOT YET AVAILABLE. Once available, the solicitation will be posted to the System for Award Management (SAM) website, SAM.gov. A complete RFQ package will be available for download on or about 27 March 2023. All quotes shall include price(s), FOB Point, a point of contact, name and phone number, GSA contract number (if applicable), business size, and payment terms. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements.

By submitting a quote, the vendor is self-certifying that neither the requestor nor the principal corporate officals and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quote. By submission of a quote, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
