Description

This Sources Sought is not a Request for Proposal, Request for Quote, or Invitation for Bid. There is no commitment by the Government to issue a solicitation, make awards, or pay for respondent's expenditures made in response to this notice. Interested vendors are responsible for monitoring this notice for any subsequent amendments. All submissions become government property and will not be returned. Any solicitation issued as a result of this notice will be in a separate announcement. The purpose of this notice is to survey interest and obtain capability statements from industry.





BACKGROUND



The U.S. Army Corps of Engineers (USACE), Baltimore District, is seeking sources with current relevant qualifications, experience, personnel, capabilities, and products to furnish and install Television Monitors, Menu Boards, Order Confirmation Screens, and Order Kiosk for the renovated JBM-HH Consolidated Dining Facility located at 404 McNair Rd, Fort Myer, VA 22211. The audio-visual vendor shall supply all aforementioned equipment and ancillary accessories for a fully functional dining and administrative facility that is complete and usable. The USACE, Baltimore District, requests letters of interest from potential qualified commercial audio-visual vendors.



PROJECT DESCRIPTION



This Project will consist of furnishing and installing brand name or equal commercial audio-visual fixtures and equipment within Building 404 dining, office and administrative areas. The “AV Standalone” equipment, plug-and-play style equipment, includes the television monitors, menu boards, order confirmation screens, order kiosk, associated accessories, connection, software/programming, brackets/mounts, etc. All incidental work such as connecting to the building infrastructure/utilities in-place shall be included in this scope. The majority of the building is designed and currently being constructed to function, as a full-service dining facility, where food is prepared and served on site with the rest of the space dedicated to administrative and storage spaces.



The dining facility (DFAC) is currently the only Permanent Party Enlisted Personnel Dining Facility serving the overall Ft. Myer, Ft. McNair, Arlington National Cemetery, and the Pentagon. The DFAC also provides training facilities and support to enhance the readiness of reserve component units in Virginia and provides base operations support to military and other federal entities within the National Capital Region (NCR).



CAPABILITIES STATEMENT



Vendors interested in the potential procurement shall submit a brief capabilities statement no longer than ten pages. The capabilities statement shall include the following.




  1. Supplier/Vendor’s name, address, point of contact, phone number, e-mail address, CAGE code and UEI number.

  2. In consideration of NAICS code 238210 with a size standard of $19,000,000, indicate which of the following small business categories your business is classified under (if applicable): Small Business, Veteran Owned Small Business, Services Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman-Owned Small Business, HUBZone Small Business, or 8(a) Business.

  3. Provide a letter from the Surety Company regarding the bonding capability for a single contract action and aggregate of the interested manufacturer/dealer.

  4. Capability statements shall provide at least four (4) examples, but no more than six (6) examples of projects similar to the requirements described above within the past 10 years. Include point of contact information for each of the examples, as past performance on indicated projects may be verified. Contractors with unsatisfactory past performance may not be considered capable of successfully performing this type of work.

  5. Responders should have experience in the areas listed below and provide narratives identifying that specific experience:




  • Successful experience with the Government submittal process.

  • Successful experience furnishing and installing commercial AV equipment.

  • Successful experience installing AV equipment on construction sites with concurrent construction activities and/or installs, coordination with GC and other trades and limited laydown areas.

  • Shall have highly skilled AV specialists with current knowledge of today’s manufacturer’s equipment.

  • Successful experience off loading equipment from a truck, moving the equipment to the delivery location in the space, uncrating or unboxing the equipment then removing all trash, boxes, etc. and mounting and setting up the equipment according to the manufacturer`s specification followed by testing the equipment to verify that it is operational. Equipment installation paperwork & warranty information provided to approved government contact onsite.

  • Successful experience coordinating and confirming utility location and infrastructure in-place within the renovated facility.

  • Successful experience providing installation, maintenance, repairs, sales, and calibration for commercial AV equipment.
