SPECIAL NOTICE OF INTENT





This notification is not a request for competitive quotes or proposals. This Notice of Intent is to sole source a firm fixed price requirement for the Enterprise Medical Support-Contracting Division, Defense Health Agency, Fort Sam Houston, Texas. Award will be made to:





National Committee for Quality Assurance (NCQA) (Cage Code 03LY0)

NCQA is the sole entity that can offer the Measure Certification Program in the marketplace, with NCQA owning trademark in the program and copyright in the associated Healthcare Effectiveness Data and Information Set (HEDIS®), the AMP Certifications, and is the only vendor capable of providing such certifications in the healthcare market. Award will be made under the authority FAR 13.501. The HEDIS® compliance and measures certification program assists with promoting fair comparison among health organizations.



The associated NAICS Code is 541611 (Administrative Management and General Management Consulting Services) with a business size standard of $16.5M.





SCOPE: These services are required and used to support the DHA with Licensed Measure Specification for which the license receives a status of “Pass” under the NCQA Measure Certification Program for Automated Source Code Review (ASCR), which includes the HEDIS® Health Plan Certification Program for ASCR and HEDIS ® Allowable Adjustments Certification Program for ASCR options.





All interested sources may submit a capability statement that identifies business size that clearly demonstrates the authority to provide the required Certification services.





Responses to this notification must be submitted within five-days from this posting (via email) to Ms. Tamara A. Fenwick, Contract Specialist, at tamara.k.fenwick.civ@health.mil and Mr. Deinor A. Bolanos, Contracting Officer, at deinor.a.bolanos.civ@health.mil. Any submittal received after the due date of this notice, will be used as market research for future procurement of NCQA.
