This is a Pre-solicitation announcement to inform potential offerors of the Department of Veterans Affairs intent to advertise for bids for the project entitled Renovate Bio-Hoods/Laminar Flow Hoods Project No. 553-21-104 to be accomplished at the Detroit VA Medical Center (VAMC) located in Detroit, MI. An Invitation for Bid (IFB) is planned to be issued on or about January 17, 2024.
LOCATION OF WORK: Various locations throughout the Detroit VAMC
The general intent of this project is to remove and replace 38 Bio- Hoods, 3 Laminar Flow Cabinets and 50 Chemical Fume Hoods Detroit VAMC.
Work includes, but is not limited to, the following:
The Contractor shall furnish all labor, material, equipment, supervision, and as-built information and all other related information to the remove and replace 38 Bio- Hoods, 3 Laminar Flow Cabinets and 50 Chemical Fume Hoods. Work includes general construction, alterations, necessary removal of existing structures and construction, as shown and specified in the drawings and specifications.

Construction shall be performed in compliance with manufacturer s recommendations and applicable Codes and VA Battle Creek building standards.

The period of performance for the project is Three Hundred Sixty-Five Days (365) calendar days after the Notice to Proceed. Complete details of the project requirements will be provided via issuance of the solicitation. The North American Industry Classification Code (NAICS) for this procurement is 236220, Commercial and Institutional Building Construction Contractors, with a small business size standard of $45 million. Magnitude of cost for this project is between $5,000,000 and $10,000,000. The Government intends to award a Firm Fixed Price Contract within 120 days from bid opening date. This acquisition is a 100% set-aside for qualified Service-Disabled Veteran Owned Small Businesses (SDVOSB). Only offers from verified SDVOSB s registered in the Veteran Small Business Certification (VetCert) database (Veteran Small Business Certification (sba.gov) at the time of offer submission shall be deemed responsive. All non-responsive bids shall be rejected and ineligible for award. This notice is for informational purposes only and is not a request for submission of offers. No other information regarding scope, dates, etc. is available until issuance of the solicitation via Contract Opportunities. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and the VA will provide no hard copies. The solicitation, consisting of various bid documents, specifications, forms, and drawings will be available for download from the Contract Opportunities website located at https://beta.sam.gov on or about January 17, 2024. Further details of all dates and events, including site visit and bid due date, will be available in the solicitation. Contract Opportunities website is the only official location to obtain solicitation information and documents. A bidders list is not maintained. Offerors are advised that they are responsible for obtaining all bidding documents via Contract Opportunities and for monitoring the Contract Opportunities website for any changes to this announcement and pending solicitation. Prospective contractors shall complete their electronic Annual Representations and Certifications and shall be registered in the System for Award Management (SAM) at https://sam.gov and shall be verified in the Veteran Small Business Certification located at Veteran Small Business Certification (sba.gov) prior to submitting an offer.
The eventual awardee shall also have on file a current Department of Labor VETS4212 Federal Contractor Reporting filing at https://www.dol.gov/agencies/vets/programs/vets4212 (if applicable).
