Description

Scope of Core Requirement: The Department of the Air Force (DAF), Directorate for Special Programs (SAF/AQL) requires Consulting Services for time sensitive actions needed to assist AQL in defining and implementing an optimal organization that reduces complexity and ambiguity and ensures operational excellence. The contractor shall assist the DAF's SAF/AQL Directorate by designing a transformation roadmap for AQL that includes design of a mission, vision and strategy, digital transformation of the enterprise (i.e., how to envision delivery of the AQL mission from a digital lens), organizational design, identify and define the sustainable leadership and staffing needs of the organization, review of contracts and contractors and alignment of skillsets to mission execution.



Synopsis of Effort: “Building the Joint Force requires overhauling the Department’s force development, design, and business practices. Our current system is too slow and too focused on acquiring systems not designed to address the most critical challenges we now face. This orientation leaves little incentive to design open systems that can rapidly incorporate cutting-edge technologies, creating longer-term challenges with obsolescence, interoperability, and cost effectiveness. The Department will instead reward rapid experimentation, acquisition, and fielding. We will better align requirements, resourcing, and acquisition, and undertake a campaign of learning to identify the most promising concepts, incorporating emerging technologies in the commercial and military sectors for solving our key operational challenges. We will design transition pathways to divest from systems that are less relevant to advancing the force planning guidance, and partner to equip the defense industrial base to support more relevant modernization efforts.” (2022 National Defense Strategy of the United States of America)



SAF/AQL manages a complex portfolio of capabilities to enable the Warfighter. The portfolio includes a delivery of advanced enterprise capabilities, advanced enterprise survivability, weapons, cyber, systems, intelligence analysis, strategic theory, integration, and security. Despite this critical mission, SAF/AQL does not have a clearly articulated unifying strategy that drives daily work and defines how AQL should organize to support its customers and partners. To meet and enhance its mission, AQL requires independent business advisory expertise in digital transformation, supply chain assessment and management, organizational design and transformation, talent, organization and people, integration of capabilities, integration of AQL efforts, financial planning and analysis, enterprise change management, introduction of productivity tools, cyber advisory services, intelligence integration and the management of government and foreign partnerships. These organizational capabilities and designs are critical for AQL to deliver best-in-class support to Air Force Special Access Programs. SAF/AQL seeks to transform current business practices by leveraging best in class commercial organizational transformation expertise.
