The Department of The Army, U.S. Army Contracting Command, Mission and Installation Contracting Command (MICC) – Fort Gregg-Adams intends to solicit and negotiate with only one source, under the authority of FAR 13.106-1(b)(1)(i). Based on market research, it has been determined that ProQuest LLC, 789 East Eisenhower Parkway, Ann Arbor, MI 48106 is the exclusive publisher and copyright holder to all ProQuest LLC content. A quote is being requested under solicitation W91QF5-23-Q-0010 using Simplified Acquisition Procedures. This will be a firm fixed price contract for 1 (12) month and 4 (12) month option periods. The proposed contract action is for ProQuest Subscription Services.

This notice of intent is not a request for competitive proposals. However, any responsible source who believes it can meet the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
