This synopsis is not a request for quotes/offers/proposals. The Marine Corps Installation, National Capital Region, Regional Contracting Office (MCINCR-RCO), Marine Corps Base Quantico, VA currently has a requirement for The Marine Corps Junior Reserve Officers’ Training Corps (MCJROTC), Training and Education Command (TECOM). The contemplated contract will be a single Award, Firm Fixed Priced contract. This requirement will be a total set-aside to Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns. The projected period of performance will be from 16 July 2023 through 29 July 2023. The NAICS code associated with this requirement is 611710 - Educational Support Services, with a size standard of $24M.

This action will be solicited utilizing FAR Part 12 using Subpart 13.5 Simplified Procedures for Certain Commercial Products and Commercial Services procedures. All terms, conditions, evaluation procedures and instructions to offerors will be specified in an upcoming Request for Quote (RFQ) that will be posted on Contract Opportunities at SAM.gov. The proposed solicitation number for this action is M00264-23-Q-0092. All responsible sources must submit a quote to be considered for this requirement. All interested parties must be registered in the System Award Management (SAM.gov). It is the responsibility of the interested parties to independently review the referenced web link (SAM.gov) frequently for updates to any and all documents. Potential quoters/offerors will be responsible for downloading their copy of the RFQ and amendments, if any.

SCOPE OF WORK:

The scope of this effort is to provide logistical and educational support services for the Marine Corps Junior Reserve Officers’ Training Corps (MCJROTC), Training and Education Command (TECOM) Senior Cadet Leadership Program. The Contractor shall coordinate with the Fork Union Military Academy, located at 4744 James Madison Hwy, Fork Union, Virginia 23055, to provide all facilities, lodging, meals, training areas and activities for 280 cadets at two separate training intervals. The period of performance for each camp is as follows: Camp One -16 July 2023 through 22 July 2023; Camp Two - 23 July 2023 through 29 July 2023.

The contractor shall provide a Senior Cadet Leadership Course (SLC) by immersing MCJROTC cadets in a comprehensive learning environment that encourages them to become better citizens and leaders. Additionally, the camp shall provide cadets an opportunity to live with, and interact with, cadets from other schools; provide an opportunity for physical fitness and citizenship exercises in an unfamiliar environment; and provide recreation and other activities not normally available to the cadets.
