Request for Information (RFI) – Global Nurse Advice Line (GNAL)

1. The Defense Health Agency, Contracting Activity, Professional Services – Contracting Division (PS-CD) is conducting market research to identify potential Contractors that may possess the expertise, capabilities, and experience to meet the Global Nurse Advice Line (GNAL) requirements. The attached "DRAFT" Performance Work Statement (PWS) details the current program’s tasks required to meet the Government’s objectives and satisfactorily accomplish the GNAL requirement; however, the Government may consider issuance of a Statement of Objectives (SOO) in lieu of a PWS.

1. The Government anticipates the following High-Level Objectives (HLO) for this requirement:

1. Multimodal Call Center Operations to include mobile application, webchat, video conferencing.


2. Telehealth Registered Nurse triage


3. Medical Care coordination


4. Medical appointment and care coordination services in the Military Healthcare System’s GENESIS electronic health record


5. Medical Administrative capabilities for recording, care coordination, and eligibility verification

1. The Acquisition Plan for this effort has NOT been finalized and this is NOT a Request for Proposal. In accordance with Federal Acquisition Regulation (FAR) 15.201, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Contractors responding to this request are advised that participation does NOT ensure opportunities for future solicitations or contract awards The Government will NOT reimburse any Contractor or individual for any expenses associated with preparation or participation in this RFI or Industry Day. Proprietary information should not be included in the RFI response. The Government expects to conduct an Industry Day for the GNAL requirement. The Industry Day details will be published on the System for Award Management (SAM) at SAM.gov/Home

1. The North American Industrial Classification (NAICS) code for this acquisition is 541990 – All Other Professional, Scientific, and Technical Services with a Size Standard of $19.5M.

1. In accordance with FAR 9.6, Contractor Team Arrangements (CTAs) are acceptable. In responding to the below questions, please explain in detail any teaming arrangements and how your team could meet the GNAL requirements. Contractors will be required to be registered through the System for Award Management (SAM) at SAM.gov/Home to be eligible for award of Government contracts.
